Peter,
 Is the cpu a P chip. That stops the java from running. Search the
web for the "solution to JREW error on pentium 4 installations" for the
solution. www.orafaq.com has the messages.

Here's a quick tip: The installation of Oracle8i on a Pentium 4
computer will exit without any notice. The reason for this is that
the Pentium 4 architecture has problems with the Just In Time
installer. To fix this problem, just find all copies of the file
symcjit.dll and rename them to symcjit.org. Then the installer will
work. Copy the installation CD to the HDD and make the changes, then
install from the HDD.  Voila!

Check if the processor is P4.
If so , you must  replace the symcjit.dll and jvm.dll  with the ones in 9i
CD.

If this is a P4 machine, check metalink, et al, for the installer workaround.  There 
are a known

Sometmes this is an issue that I have run into.
Easy to fix, on the cd navigate out to the install folder, then the win32
folder and double click on the setup.exe there.
Just Microsoft having issues with Java.

When I have seen this, the application attempted to start
and a window opens, but goes no further.
If you open up your processes there is a  jrew active. If it is not
there, then we are seeing a different problem.
Not repeatable: when I reboot, the next time I attempt the action it
works.

This also happens for DBA Studio every now and again.

I assume that there are some Java incompatibilities with Oracle 8 jrew
and Windows.

I have not seen yet it with oracle 9 uses, but have less attempts trying
things.

I think you are using Intel Pentium IV processor for Win2K.
If this is the case, you may try Oracle 9i DB, or go to metalink
to see the tech note.
