Both mechanisms are Oracle's own version of asynchronous I/O; is that enabled? If so, you might not need either... You wouldn't want to set DB_WRITER_PROCESSES beyond CPU_COUNT if you choose to use it, I should think. You shouldn't assume that DBWR needs more power unless wait events such as "free buffer wait" or "write complete waits" are consuming significant portions of total response time...
