hi,
what do you consider 'high-resolution' data and where do you need it? USGS
has 1/3 arcsecond elevation for all CONUS downloadable via The National Map
website, and some 1/9 arcsecond in areas.

I think osgEarth is probably your best bet. VPB doesn't really offer any
opportunities for animatable heightmaps. Also, osgEarth has quite a bit
larger feature set.
