Is there a license on the obf format its self? If I created my own obf 
reader what license would I be required to comply with?

That is great. From that I was able to determine that the vector fromat is 
.obf a proprietary format by OsmAnd and it is very compact. 

Would use of the .obf format be restricted to the GPL license associated 
with OsmAnd? 
I need to create a custom business solution that is tailored for a more 
specific use and I can't use anything related to the GPL license. 

If the obf format isn't licensed as GPL then I could create my own obf 
parser and renderer that would work for me.

What vector format do you use for storing offline maps? 
What is the disk size for the world in vector format?
How can I obtain the world in your vector format?
