Hi Alvaro,

Thank you for the comments.
I have verifed the firmware type on both scenarios both are using BIOS as 
firmware.
and the network type as NAT. and i have also verified couple of other 
settings which seems to be exactly the same.

BTW below are the details i have used in the vmware-iso builder

you could compare the hw on vm that works and what packer creates by default

could be hdd or controller type, or bios/uefi

My requirement is to build the Servers /desktops in VMware , Azure and AWS 
images from the ISO images (Windows & Linux), I am going to create the 
powershell scripts for this, however I am looking at the Sample Config 
files (json) for source and target options.

Please advise

So the setting on the VMware box doesn't have any implecations?
So your advice would be to use a stand-alone vmware ESXi server to create 
the builds on?
