Speaking about buildtargets:
Should not openSUSE_Leap_15.2 be disabled for all repos by default?
It is after all out of support, no need to waste buildcpower on a 
target that no longer gets updates for the rest of the distro.


Heck I'd even advocate for removal of those repos/targets all the way.

sure, will wait, but to be honest, no mirror is involved with

  

isn't it? If this is local to PMBS, it should show newer packages, but
it doesn't.

Give it a little time ;)
PMBS has dropped all built packages to the repo server, and now all
packages are resigned with the packman GPG Key on that machine. This
takes time, and once this step is done the packages will be distributed
to the mirrors, which in turn is scheduled hourly or 4-hourly
(individual mirror preference). If the mirror upload exceeds a certain
amount of data it is split over multiple sync windows.

My guess would be, that everything is back in expected order during
evening hours GMT today.
