Yes, and yes :)
It is not really intended by means "I do not want that", but publishing
to mirrors is an "opt-in" process. 
I have to prepare several things on our publishing server and then
enable staging on PMBS for the respective repos. This is a liitle bit
time-consuming, and I did not have time to do this. I hope that I will
find the time next weekend.

Sorry to bother, but still no mirror carries packman 15.4.
Since the packages are built, but not mirrored,
the first place to look is at the server that the mirrors
use to synchronize with.
Does it have 15.4?

It still needs people taking care of the build failures. For example, it 
seems somehting is not right with python macro expansion:

!!_%1_not_installed_!!


(saw this in multiple packages, but the "!!_%1_not_installed_!!" pattern 
also shows up in some filelists, not sure if this is also python related)

I have build-disabled 15.2 and enabled 15.4 the same way 15.3 was in the 
project config.

yep, that is absolutely true!

Speaking about buildtargets:
Should not openSUSE_Leap_15.2 be disabled for all repos by default?
It is after all out of support, no need to waste buildcpower on a 
target that no longer gets updates for the rest of the distro.


Heck I'd even advocate for removal of those repos/targets all the way.
