Hi Steve,

Have you tried using the voice over mix option?  From the edit menu, go to 
paste special then mix then voice over mix.  I assume you 
will want to have something over the section at the lower volume, but if you 
don't, just mix a file of the required length 
containing silence.  You can adjust the voice over mix parameters.

I have needed to do the same thing myself and find that the voice over mix 
option does what I want.

Hi, another option would be to select the audio you need at the lower level 
with shift and page down, and then use the processes menu and use the volume 
setting in that menu, and you could go to the preset six d b cut and then use 
the page up by tabbing over once and going page down to decrease the volume and 
then click okay.  If the volume is still to high, then use control y to repeat 
the process

Yes that'll work but if you do that., then it'll just drop down at the
volume you want but he  or she wants it to kind of do a duck but stay that
way...

You forgot the slow duck part. What you are suggesting would drop the
level sharply at a given point in the waveform.
