I think you need a Flac encoder, which you can download from this page:
http://flac.sourceforge.net/download.html
For windows, there's a choice of either an installer which puts the file 
flac.exe in a flac folder in programs, or alternatively a zip file which 
contains flac.exe which you put anywhere you want. The two direct links are:
