UK public phones required payment _after_ connection.  There was a small pause 
between connection and the noise to make payment, to allow the callee to recite 
their number so that the caller knew they were through to the correct one.  
Just enough time to get a terse sentence out with necessary information.  I 
rarely had to pay for a call until I got to university and had to make the 
usual grovelling begging ones.

By 1970 you still had to go through the German "Fernamt" for a call to
the South of France. Not to mention that it cost the skin off your
buttocks, as the French say.
