That depends on the organization.  Classes (people actually racing against each 
other) are grouped into run groups that race on the track at the same time, 
because the fewer groups of cars, the more time in a weekend each group will 
get.

Within a run group, if you race a certain number of times in a year, you can 
apply for a permanent number, one which you will get assigned in any race that 
you run, while it is “your” number.  If you don’t have a permanent number, each 
race you ask for your top three choices of numbers, and the office will assign 
you a number based on what numbers are available for that weekend in that run 
group.  Since people tend to ask for the number they last put on their car  
numbers tend to stay pretty consistent through the year.

You are right.
Real sixties' models are very rarely seen here these days.
Most of those in fairly routine use are those of early seventies.
They were made in Brasil, if my memory serves me well.
