That's seaweed. Patching material for the nest. But from looking at the colony on the boat trip, it seems the gannets are not very choosy about nest building material. They seem to have a fancy for orange and blue bits of nylon rope. I know there's a British lady who's done well for herself photographing seabirds trapped in manmade debris; plastic bags in particular. I was looking for that in particular, but couldn't see anything that would be harmful to the birds unless swallowed... Thanks Jack. The lens performs very well indeed for this type of shots. It has the lowest resolution (as in MTF) of any lens I've ever used, but the contrast and rendering makes portrait shots like these come out so nicely. The sea foam at the surface gives the water an added texture seldom seen and move movement. (I recall your prior work on water reflections/abstracts, perhaps it helped train your eye.) It's material for nest renovation. In this case seaweed if I remember correctly. But the also uses a lot of nylon rope in varying colours.
