Ah, I see now! It's a Dunning-Kruger-based marketing strategy!

Could be. But is marketing the result of Dunning-Kruger or are
Dunning-Kruger individuals the target market segment?

I get the feeling that Dunning-Kruger couldn't be being used as a
marketing strategy, because someone here seems to realize that they
don't have any skills.

However it does seem to be a particularly "small con" Diploma mill.
Press credentials not issued by the venue you're attempting to
photograph in are particularly useless even if issued by a legitimate
news organization.

Not everyone who wants to be a "photojournalist" can actually find a
J-O-B with a real newspaper. These pseudo-press organization
"credentials" are for the purchaser to use to try to finagle credentials
from a venue.

Dunning-Kruger comes into play because they're aimed at those on the
margins whose skills are too lame to DIY them.

Why stick at a press card? Go the whole hog and be an officer of the law. When

Bummer, it's $110 if you live in Australia. At first I thought that
might be due to the exchange rate but the $110 is US dollars.

Step 6 is a close second: "dogde" and burn

I know spelling flames are a bit lame, but this isn't an email or
usenet post, it's a "tutorial" (in the loosest sense of the word)
that's posted on a web site and should have been proofread – or at
least spellchecked – first.
