Yep, Excel.  And, if you want to use the chart on the web I
believe it's simple to get an HTML output, too.

Word is fine for a chart, as well, but it depends
on your purpose. What are you making the chart
for? A presentation? Documentation? The web?

Harry,

Microsoft Excel is OK for most charts and graphs.
Lotus 123 was a better package and is still available cheaply.

Depends on what you are trying to do. Any of the spread sheets will generate
such a chart from data. If you are primarily wanting to make charts for
display Power Point does a nice job though there are others that will work
as well. If you have MS Office you already have Excel and Power Point.
