Reinstalling perl-Socket6 RPM package from Fedora  won't help you. You need to
reinstall a program that prints the "Socket6.c: loadable library and perl
binaries are mismatched" message. It's either webmin, or Socket6 Perl module
from CPAN.

Net::DNS::SEC is present as a build dependency (to support running of optional
tests) but not as a hard run-time dependency. It is a "Suggests" weak
dependency in all current Fedora versions, which should not result in it being
included by default when Net::DNS itself is installed. Do you have an example
of where it has been installed when it should not have been?

The file has been moved to a dedicated subpackage:

# dnf --quiet repoquery --whatprovides /usr/share/X11/rgb.txt
rgb-0:1.0.6-36.fc33.x86_64

which exists since xorg-x11-server-utils-7.7-33.fc32. Because Ralf does not
support EPEL, the dependency can be safely changed after EOLing F31.
