If I use that command I only get the installed package listed.  If I "list
available ..." then it shows No matching Packages to list.

Honestly, I'm not sure where to look.  Perhaps it's being excluded somehow?

for me:

What do you have in a DNF cache? You call the repository "epel", so the cache
should be stored under that name:

I'm using http://mirror.xnet.co.nz/pub/epel/8/Everything/x86_64/.  I also
checked with
http://ucmirror.canterbury.ac.nz/linux/fedora/fedora-epel/8/Everything/x86_64/
and https://download-ib01.fedoraproject.org/pub/epel/8/Everything/x86_64/ and
it's doing the same thing with all three.  Maybe it's something in my config?

I cannot reproduce the issue. The package is properly listed in the repository
metadata
https://download.fedoraproject.org/pub/epel/8/Everything/x86_64/repodata/*-primary.xml.gz,
e.g.
.

What mirror do you use? https://download.fedoraproject.org/ redirects away.
It's not the final location.

I should note that a workaround for this is:
dnf install
https://download.fedoraproject.org/pub/epel/8/Everything/x86_64/Packages/p/perl-Set-Crontab-1.03-23.el8.noarch.rpm
other_packages_here ...
