I am trying to create a script that will go out to our proxy 
servers and test to see if they are working.  The problem is that the 
proxy servers are setup to allow only NTLM authentication.  Does anyone 
know of a way to authenticate using NTLM via a HTTP request similar to the 
way IE does?

Try using symbolic name

localhost

instead of IP address.
