On the right-hand side under Shortcuts look for Report a bug
Guidelines on how to do so are at:

You might want to talk it through on this mailing list first, see if 
others can reproduce it etc. A good subject might be Possible bug in 
behaviour of X?


There is a TODO list of hoped-for features here:

This doesn't mean they'll be in the next release, just that it seems 
like it might be useful.
Discussing on a list (here say, subject Feature Request: X to do Y) is 
 how things get onto the list.
