The Victor P like the R uses green felt around the perimeter of the motorboard or bedplate. You are correct. It's purpose is to dampen the sound.The screws that hold the arm are oxidized, as is the. escutcheon and screws. The crank should be nickel plated. Interesting. The brake and speed control that are on this machine look like they were nickel plated. I'm guessing this unit was a cheaply done parts assembly made to look like a P.
