The only way I can think of doing this is via cURL, so you'll need to either have the hosting company recompile their PHP with cURL (something any decent hosting company should do - it's not a difficult process), or have them provide an external curl module (like an .so file) so you can use the dl() function load it, which is basically the same as having curl compiled, but a tiny bit slower.
