Just send an email with with the subject in it, from anywhere. If replying, put the Re: in it. Anybody can write to the list. You can add a Re: to the "Subject:" header, then make sure that your "In-Reply-To:" header is in reply to the "Message-ID:" header of the message you are replying to.
