I can't say enough good things about the roundcube project. Ajax-based,
like a desktop email client in a browser. Still got some minor bugs, but
works pretty well. Note that it's still a Beta at this point.

Despite it being beta, and rather an early beta at that, I've found  
roundcube to work amazingly well. less features than Squirrelmail,  
but sooo much faster.

Basilix.
I'm using it right now- configured to use Apple's imap server (iTools)

Anyway, Basilix is incredibly good, allows for https if user wishes, easy to configure.

Requires imap functionallity in your php, and only works with imap servers.

The imap server it connects to need not be on the web machine, nor does the sendmail 
server.
It does use MySQL, but he's working on a Postgresql option too. (MySQL server need not 
be on your machine- but it does need to be one you can creat a database and grant 
access privs on ;)

Doesn't really do what he wants to, as he wants to _create_ accounts,
sounds like you're looking at a script specific for the server software you
are running...

And that is way-OT for this list, check with the .com or .org of your 
mailserver.
