Bug description:Release API shouldn't provide MD5 hashes

Description:

http://php.net/releases/?json&max=2000&version=7 shouldn't provide MD5
hashes for file integrity. MD5 is broken and can no longer be seen as
collision-resistant.

I hereby propose to remove those hashes. Any tool that relies on the API
and its MD5 hashes SHOULD break and be upgraded. We can announce it
before doing the change, but we can't warn on such usage
programmatically.

We already have SHA-256 there, which is fine. We should also add the PGP
signatures we provide in the announcement e-mails.

I'm not sure why the connection to the mail servers doesn't work properly. I've 
contacted Sascha for more information.

Description:

Objective:
I tried to register at https://wiki.php.net/rfc/compact?do=register .

Other info: I am pretty sure I put the correct email address in the "To which 
email address do you have to send an email to now?" field. I gave the 
"internals" list address.

Expected result:

Successfully registering

Actual result:

The page was loading for about 1 minute. After that, I was returned to 
https://wiki.php.net/rfc/compact?do=register but with 2 error messages:
• There was an unexpected problem communicating with SMTP: Could not open 
SMTP Port.
• Looks like there was an error on sending the password mail. Please contact 
the admin!

When I tried to register again, I received 2 error messages again. The first 
one was blank, and the second one said
• The user could not be created.

I had the same result when I tried again the third time.

I was able to create a new test user and did receive an email. The reason I was 
not able to create a user with my desired name is that that username already 
exists from the first attempt that did not send an email.

I tried 3 times at https://wiki.php.net/compact?do=register but cannot get it 
to work. The first error is blank, and the second error says "The user could 
not be created."

Sorry for the delay, SMTP works again. I have currently enabled IPv4 preference 
over IPv6, because there seem to be unknown issues with the IPv6 stack.
