I wrote that comment.  It is related to backporting in general, not
backports.debian.org specifically, and was written back when I still
expected Nodejs to be included in Wheezy (before the frustrating CTTE
committee ruling).  Also, I forgot to take oldstable into account.

Comment is now adjusted in our git to this:

  TODO: drop fallback-dependency when node-uglify is in oldstable


The existing source package from Jessie produces the binary packages
just fine under Wheezy + nodejs + node-uglify, except for the --help
issue (due to require('../lib/less/lessc_helper')) which is not
specific to Wheezy (and #693944 has a working patch).


Correct - obviously a missing build-dependency for a backport can be
solved by also backporting the build-dependency.

The fallback build-dependency mentioned in that comment is for
supporting stricter backporting rules than those governing
backports.debian.org.

In the course of backporting owncloud to wheezy, I have also uploaded  
less.js (source package of node-less) to the wheezy-backports NEW  
queue. The package is waiting for bpo ftpmaster approval atm.
