Bug#890558: opening project fails with "orphaned block-files"

I did another try and invoked the (working original) Version of audacity with
LANG=DE audacity
and got the same error (though the programs language was still english).
So maybe I'm wrong and it's not a bug in audacity-data in debian but in 
upstream.

Dear Maintainer,

When opening an existing project, I get the message (abbreviated): "...found 
xxx orphaned blockfiles...".
I can then go on opening the project, but see no data in the sound-track, only 
in text-track.
The so called orphaned blockfiles all belong to the project, I can open them 
one by one. But audacity doesn't
recognize them. The .aup -file looks fine, as much as I can say.
So, I cant work with an existing project anymore once having closed it. 
Everything else seems to work.

Then I switch the language from DE to EN, everything works as it should.

Before finding out this, I tried other packages and versions:
The package from jessie worked (i.e. audacity and audacity-data together).
Debian Source package from buster (2.2.1) doesnt work.
Upstream source 2.2.1 compiled works (in english), but installing audacity-data 
2.1.2 (only -data! from stretch) the language switches to german
and it doesn't work anymore.
Invoking it with "LANG=EN audacity" works.
So I think the problem is in audacity-data.deb

Noriu Jus informuoti apie šių metų pasikeitimą dėl atnaujintos visos Lietuvos 
įmonių bazės 2018 metų sausio vidurio.
Visi juridiniai asmenys pateikti bazėje yra veikiantys, realiai vykdantys

2) Konkurentų analizavimas, tiekėjų atsirinkimas pagal Jums reikalingus 
kriterijus, galite atsifiltruoti pagal įmonės dydį, bazėje nurodoma kiek įmonės 
skolingos Sodrai.
 
3) Lengva, greita ir patogu dirbti su šia baze, elektroninius pašto adresus

libva is currently not backportable. You'd need to rebuild all consumers in
backports. And unless somebody does the work to support that, this isn't any
sensible scenario.

The drivers already have strict dependencies on the correct libva version they
support. And if the drivers for the correct version are missing, players will
fallback to software decoding in the worst case (if they don't, it's a bug in
the player / decoder).

It would actually make the upgrade path easier by ensuring that people 
and distributions have versions that work together.

stretch -> buster upgrade scenarios are one case.

Backports are another, where a new libva might be pulled in without
matching new driver packages (proper package dependencies might help
to make it clear that backporting libva can be problematic).

And without proper package dependencies, it might happen that testing
contains versions that don't work together.
This would create problems for people running testing,
and for derivative distributions that are based on testing.

Hi,

this looks like a version mismatch between your Intel driver and
libva, nothing related to gstreamer-vaapi.

Reassigning to libva for the time being.
