note that you can't just drop manual debug packages, you need to provide
an upgrade path from the manual ones to the automatic ones, otherwise
user will run into installability/dependencies problems.
That means using
dh_strip --ddeb-migration="kodi-dbg << 15.1+dfsg1-4~"
(or whatever version you'll use).  See dh_strip(1).

I would rather not add a manual -dbg just to avoid keeping such 2-lines
for too long (while I'm struggling at removing uneeded stuff from the
package).

In light of the good news about ddebs, this also seems to me like the most
resonable solution.

This patch is not enough, since after that the actual inkscape package
will contain virtually nothing.

Though I'm really uneasy at adding such a binary package while we are so
close to the automatic debug packages (see [0] for more info).

I'm somewhat tempted to mark this as wontfix and just wait some more
weeks (yes, because currently it's really blocked on just few needed
actions)

I would fully agree with waiting for automatic debug packages instead
of adding -dbg here.
I have already scheduled removing kodi's -dbg package with the next upload.

Adding a new binary package to the source package means to go
through the NEW queue.
So you won't see this new version soon in the archives. Be aware of that.
