[Pkg-osm-maint] Moving mkgmapgui to the Debian GIS team

To followup on the recent mkgmap updates, I've also updated mkgmapgui
and moved in to the Debian GIS team to do so (all uploaders of mkgmapgui
are also member of the Debian GIS team).

The changes are only minor packaging updates since there still hasn't
been a new upstream release.

[Pkg-osm-maint] Moving josm, josm-plugins & openstreetmap-map-icons to pkg-grass

Hi OSM team,

Triggered by the jmapviewer Bing logo bug, I updated the josm,
josm-plugins & openstreetmap-map-icons packages with current SVN snapshots.

I've created new git repositories for these packages under pkg-grass on
Alioth and pushed the master, pristine-tar & upstream branched cloned
from the pkg-osm repo to the new one under pkg-grass.

Since there is general consensus that all OSM packages should move to
the GIS team where they can benefit from team maintenance, I've changed
the Maintainer and Uploaders fields switching pkg-osm and pkg-grass.

I intent to finalize these packages by the end of the week after
updating the SVN snapshots once more, so they can migrate to testing
before the freeze on November 5th.

I've updated the josm packaging for the lasted tested snapshot (7588).
It's available in the copy of the pkg-osm repo under pkg-grass:

The latest josm-plugins in the pkg-grass git repo needed a JOSM
dependency bump to fix #764176, which I've also updated for JOSM 7588.

I've created copies of the josm, josm-plugins &
openstreetmap-map-icons git repositories under pkg-grass on Alioth.

Since all members of pkg-osm are also members of pkg-grass, everyone
should be able to commit now.

I'm also not an ant expert, but I managed to update josm-plugins to
the latest SVN snapshot (30728) and have it build with the current
josm version in testing & unstable.

Dealing with the Bing logo issues discussed in #765421 is currently very
important to keep josm in jessie.

There were unsolved release critical bugs so the package was removed
from testing. See: http://packages.qa.debian.org/o/osmosis.html

Work is in progress to get osmosis 0.43.1 back into Debian, but that's
currently complicated by libjarjar-java breaking groovy, and the gradle
build system in the process.

team, as we're trying to get rid of the unneccesary split between OSM
specific and generic GIS packages.

It would be great if you're willing to maintain openstreetmap-carto as
