  I have responded in the mailing list into the topic "Is it possible to add a 
different panel implementation for plasma?" in order to justify more the design 
decision taken. We can continue there if you want to.
  
  I am not negative to reconsider and I am here to implement what you tell me 
it is needed inside plasma in order to solve any issues, but I would like some 
guidance from you. I dont think Now Dock's vision contradicts the Plasma's one 
but I think we can agree that plasma technology needs some small adjustments in 
order to serve better that spesific use case...

  the plasma wayland protocol, that has things like window positioning and lask 
listing is designed to be accessible to the process of plasma shell and plasma 
shell only, because of the security issues those features pone
  (on compositors different from kwin such as weston or the gnome shell, window 
positioning or task listing instead will not be available at all, in any way)

It's for Now Dock's next version, a discussion can be found here:
https://phabricator.kde.org/D3754 in next version Now Dock will be a Dock
outside plasmashell but I want the user to have a unified experience with
plasmashell. Unlocking widgets in plasma unlocks them also for my Dock and
in reverse...
