If you install SQL Playlist plugin, you can create a new playlist based
on the template called "Random rated songs". This template allows you to
select the percentage of songs rated below 50/100 (below 2.5 stars). If
you know SQL you can probably adapt that playlist to make it do exactly
what your are requesting.

I am sure I have read that this is possible in the Wiki but can't find
the details again. What I would ideally like to do is to set up a
playlist that plays 50% of my 5* rated tracks, 40% of 4* rated and 10%
of 3* rated.
