Of course, this is expected, you asked to build a distribution package
image, not a live installation.  For the latter use "make upgrade"
instead.  It will install a live image into the actual paths from which
you expect Postfix to run.

But you did build a package image, you can't expect to run it from
the temporary image directory.  To actually use Postfix, you need
to install the image into the expected paths, and run the
first time install actions.

It is probably a missing "postconf -c /config/dir/name" option.
For example, to use the files in the $POSTFIXSOURCE/conf directory
until you have copied main/master.cf into the destination tree.

Re FreeBSD, while we are rarely in a hurry to update Postfix:
The up-to-date ports and 2023Q4 quarterly ports trees (which can both be
checked out via Git) has carried the update since Dec 23 Europe
afternoon thanks to Juraj Lutter's work. The delay is due to package
build servers' schedules.

but these will be postponed util some time later in January.
