We are looking for a *Project Manager* in *Salem, Oregon*



*Job Title  : Project Manager *

*Location  : **Salem, Oregon*

*Duration  : **7 months with possible extension* *based on
performance*



*Job Description:–*

*Minimum Qualifications**:*

· Must have *PMI-PMP Certification*.

· Must have experience managing all aspects of *Information
Technology (IT) procurement and implementation projects* for *state
government agencies*.

· Experience with coordinating joint project teams consisting of
both agency and Procurement Services IT contract resources.

· Understanding of government procurement requirements and
experience with projects engaging vendors and professional service
providers.

· Experience with a hybrid of traditional waterfall and Agile
iterative project management methods.

· Knowledge and skill using Microsoft Project software.

· Must be available during standard business hours, Monday through
Friday, 8 am to 5 pm PST.

· Must be proficient in Microsoft Office tools (Word, Excel,
PowerPoint, Outlook, Project and Visio).

· Must have experience interacting with customers to prepare
requirements documentation including Context models, dataflow models, SIPOC
models, *business process swim lane models (BPN)* and others.

· Must have experience creating and managing requirements
traceability matrices.

· Must have experience designing test cases and scenarios.

· *Minimum 2 references* involving completed work that is
comparable to the scope of this Opportunity and that can speak to the
quality of Proposer’s work and abilities including:

*a.  **Company name and address*

*b.  **Contract name and title*

*c.   **Contact telephone number and email address*.



*Desired Experience and Skills:**:*

· Excellent verbal and written communication skills.

· Self-directed with an ability to organize and prioritize workload
to align with strict timelines.

· Excellent coordination of complex processes, multiple schedules
and reporting needs.

· Technical knowledge in the field of technological improvement.

· Experience preparing and delivering reports, recommendations, or
alternatives.

· Communication: Strong communication skills, both verbal and
written, are required. Contractor shall effectively communicate with agency
stakeholders that have a variety of different skill sets and personalities,
including technical, business, and management staff.

· Risk management: Contractor shall be proactive in gathering
information, identifying issues and recommending solutions so that the
Project continues to move forward quickly.

· Technical knowledge: Contractor must have sufficient technical
knowledge to understand and help resolve technical issues.

· Organization: Contractor shall organize and manage a large number
of tasks for the Project.

· Flexibility: The working environment and anticipated methodology
requires flexibility to determine the best project management practices and
processes to employ between Agile and traditional methods. Contractor shall
provide expertise and input on these methods, and make recommendations
regarding project management practices and processes.

*JOB DUTIES:*

· Facilitating and planning meetings.

· Ability to work with technical staff to coordinate the completion
or review of project documentation.

· Leading negotiations and discussions at Project team meetings to
arrive at consensus on key decision items.

· Evaluating projects on a regular basis to ensure quality of
project, timeliness of project decisions and adherence to project scope,
schedule, and budget requirements.

· Assessing, analyzing and completing strategic planning for
enterprise-wide implementation management.

· Creation and management of project communication strategy and
plan to encompass enterprise wide audience.



*Required skills:*

· 5 years of *Sr. PM experience*

· 8 years serving as *technical lead* on projects of similar size
and scope to the project.

· *3 references are needed:* *2* or more references from *State
Government* or *Federal Government* *agencies* and/or 1 reference from
*Commercial
client*



*Certification:*
