My 11 year old daughter would like to create a game to put on her website

Do you mean that they can download a client from a website and play each
other over the net?

If so you'd be looking at anything from C++ down to dedicated game
development languages like DarkBASIC. 

If they want to play something that's just hosted in a webpage then
you're looking at Flash, Java or any simpler package that might exist.
