Supposed to is the key here. Have you ever tried writing to multiple 
browsers?

IE6 was horrendous. 7 is only slightly better; 8 finally seems to be 
making progress. But even 8 is way behind the other choices.

5. The state developmental disabilities service agency requires all service 
providers to use a MS Dynamics-based application that only works on IE, for 
all forms of required paperwork.

This is the kind of stuff that drives the system. Small-time people can't 
choose to do something else because the big fish make decisions like this. 
It happens all the time.
