Answering my own question, I found the flomouse and flonumpad on the
flotools.org site, ran the installers, ran the flotools installer and
things are working again.

That's not a problem with Flo Tools. You're getting a conflict between two 
macros. I would go into Keyboard Maestro and delete the macro groups with Flo 
Tools in the name and that includes Flo Mouse and Flo Num Pad and install the 
Flo Mouse and Flo Num Pad macros again and then run the Flo Tools Installer. 
Hopefully, that'll solve any duplicate macros and you won't get the conflict 
palette. Let us know how it goes.

flotools not properly working

Hi.  I am a new user of flotools and I am having problems getting it
to work at all.  What happens is that if I hit command+f1 it says
application button and if I use vo+right it then says command-f1
button.  If I press that it does read the start point, but it was hard
to get back to the actual window.  Same thing happens if I press
command+f2, just says application button.  I am using high Sierra and
pt 12.8.2.

I did try reinstalling flotools, but no joy.
