Sounds like a great plan to me. I'm not sure automatically forwarding emails to 
public-webapps is a great fallback.  It might be spammy for us.  I think an 
auto-reply with references to testing infra. mailing list would be better.

 BTW, of the ~50 people subscribed to p-w-ts, almost half of them are also 
 subscribed to p-t-i. Regardless of whether or not this proposal passes, if 
 you want to follow W3C's testing effort I strongly recommend you subscribe to 
 p-t-i.
