I coulda sworn there was a ticket to this effect but I've been searching for 20 mins to no avail, so I'll just file a new one. 
Currently when you want to puppet module install a module which expresses compatibility with a newer Puppet version than yours, you get an error and a hard failure. Instead, the module should select the latest version of the module which is compatible with your version of Puppet and install that. 
This would make it much easier for module authors to maintain independent major-versions of their modules to match capabilities available in different versions of Puppet, while providing a nice user experience.

In Puppet 4.x you can already do this with iteration. It is general and does not require magic things happening inside of resources. You can have as many "macros" as you want and as many variables as you need. You can write functions in the puppet language etc. if needed in combination with using functions written in ruby when you need to do transformations of data.

Added this issue to the top of the PDB "Hopper" (their medium-term Kanban backlog). They have had input that RE would like to see et his done within the next 4 weeks. Note that PDB is shrinking as a team; at least short term, they will have 1.5 people for the next several weeks. This test is failing because the PMT skeleton was changed to create an 'examples' directory rather than a 'tests' directory. The test uses the 'tests' directory to stage the symlink.

Faye Gibbins while I agree with your sentiments on checking that value exists first, this is code that is meant to be passed through via a puppet resource collection inside the Puppet DSL. What code do you have in your manifest that is causing this issue? Its got to be some sort of collection against a nil or missing value ... which is interesting and I guess nonsensical to me right now that. I'd also like to be able to reproduce this, right now I cannot. Just as an FYI, I ran into this issue this week on site with a large Puppet Enterprise customer. The issue lies here: [PUP-398 Patch](https://github.com/puppetlabs/puppet/commit/20e0dcdb#diff-2499957120d586e4d51a5c151467348bR68). 
I'm writing a small Puppet Module to monkey patch `msi_package.rb` (hooray!) to allow customers to easily work-around this issue, but it is a bit of a problem. 
The impact is that there's no good way to install MSI packages from common HTTP services such as Artifactory or a raw HTTP URL to a file stored in a Bitbucket Git repository. As a result, it's a large PITA for new Puppet users to try and sort out how to do something "easy" like installing a basic package. 
What's worse is that there isn't much functionality out of the box on Windows, so adding additional functionality like installing Git to make the vcsrepo module useful becomes difficult because there is no easy way to install an MSI package.

Test Case 5 Use Exec with UTF-8 in Manifest 
 

Make a directory "mkdir C:\ᚠᛇᚻ"
 

Copy notepad++.exe to that directory
 

Make an init.pp file with contents: exec { 'test': command => 'c:\ᚠᛇᚻ\notepad++.exe' }
 

From command line: puppet apply init.pp

In the case that notepad++ is already running it is brought to the foreground. Good news. Test Case 4 failure is not due to the fixes in this PR. There's a "known issue" with using UTF8 on the commandline to puppet. I tried the same test but with using a manifest file saved as UTF8 and the test scenario passed.

It seems to be an issue with ruby hard-compiled with openssl 0.9.8 (default version for Centos5). As XenServer, hence based on, is not clean Centos5, they have their own patches, unfortunatelly not for ruby. 
For the record: we have to create workaround: copying old 0.9.8 ssl libs to some directory and running puppet via LD_LIBRARY_PATH=/some/directory puppet agent -t 
I'm closing the ticket, as I realise, that solving the case on puppetlabs' side by creating 'special' version od puppet just for XenServer is pointless.
