 Discovered this while working with a customer to migrate from a PE 3.x to 2016.2 Basically In puppet 3.x ,  a 3rd party writes commercial software  This service definition worked equally well  for  RedHat and  Solaris . They have a hand crafted init script that works for both Solaris  10  and  Redhat, BUT that script is not compatible with upstart or systemd. (run the script, start the service, etc...)  11 and RedHat 6 and 7:  Thus service{ $service_name : tag => 'volatile' ,  the redhat  hasrestart => false, hasstatus => true,  provider  can  => ' t start the script while the  init  provider on Solaris can do it perfectly well. ', }  These days init forces Redhat In puppet 2016.2 ,  Debian  it works well for Solaris 10  and   Ubuntu to use their own providers (Upstart, SystemD, etc  11 . )Consequently  However ,  the customer  Redhat 6 and 7 fail:  Provider init  is  left with a difficult choice, should they hack puppet or hack their commercial application, each with support implications.  not functional on this host  I'll work with If  the  customer  provider is changed  to  get specific code and output and open + link a private ticket with the relevant information.  redhat, it fails differently: Service[]/enable) change from false to true failed: Could not enable : Execution of '/sbin/chkconfig --add ' returned 1: service  does not support chkconfig

This is due to AIX prioritizing DNS resolution using bind over the local /etc/hosts file by default.

Discovered this while working with a customer to migrate from a PE 3.x to 2016.2 
Basically, a 3rd party writes commercial software for RedHat and Solaris. They have a hand crafted init script that works for both Solaris and Redhat, BUT that script is not compatible with upstart or systemd. (run the script, start the service, etc...) 
Thus, the redhat provider can't start the script while the init provider on Solaris can do it perfectly well.

Since any logic that includes things in the catalog will go wrong, and not just hiera_include, how about doing post processing before evaluation. Something like swapping out the "main" class as it's body is what contains the "top scope" logic where the offending hiera_include would be. The code body of "main" is a code block that often is the result of a merge. It then refers via reference to the logic in the loaded .pp file's "top scope" logic. Nick Lewis and what is the intended behaviour of hiera there? There isn't really a node and facts right? I tried to get data lookups working in a sane way in the environment stuff and it didnt really work - though I have to recreate my tests to see how it failed as it's been a while.

I agree hiera_include() should be deprecated and that there are broader issues around code at topscope and other hiera calls during environment catalog compilation. 
This is a tactical ticket meant to address a sticking point in the adoption of direct change: Users who currently use hiera_include() at topscope can't compile environment catalogs. We want to let people upgrade and immediately start using the new functionality, rather than first be faced with a generic error message about failing to lookup "classes". 
Since hiera_include() doesn't make sense in the context of an environment catalog, the simplest solution seems to be to ignore it. Alternately, we could provide a specific error message pointing them at help with this issue. This ticket has no Acceptance Criteria but since it's very close to the kind of fix for PUP-6499 I'm assuming the same acceptance criteria from that ticket will work for this one. That is, the command executes and adds the user to the Adminstrators group in German/French.

I think the changing this behavior at this stage in the game is bound to cause far more issues than it solves. If we think there should be a way to override noop for the whole catalog ( which I think is debatable ) then I think it would have to be a new setting so as to not break existing implementations that are familiar with the current behavior.

The Puppet code will generally fail if it picks up a dynamic library outside those provided in /opt/puppetlabs/puppet/lib. Unfortunately, when systems are configured with global LD_LIBRARY_PATH or LIBPATH environment variables, it becomes possible for Puppet, pxp-agent, or any other Puppet application to pick up third party versions or libraries such as libssl, libcrypto, or libstdc++ and fail. 
This leads to errors such as:
