Background

win32-dir uses the Shell APIs to find common directories on Windows. Find an alternative solution that doesn't require CSIDL 
The Puppet solution is a bit more complicated as it will need to produce the same api where Dir is adorned with new constants. 
Facter only uses COMMON_APPDATA and only in one spot.

A follow up to this should remove the actual gem from vendored Ruby.

Henrik Lindberg, yes, I just picked 2 because there were 2 resources in that circular dependency, but I don't think the number matters too much. 
I think the real thing I'd expect to see on the PE dashboard if an agent run failed like this would be a clear, red "failed" indicator on the overview page, radiator, etc. Once I see that, then I'd drill down into the "last report", and see the log messages explaining the root cause.

Adam Bottchen I got that - but I don't know how the failure should be encoded in the report for PE to show it the right way. Mike Kelly Was the number 2 picked because there were 2 in the circular dependency? Sometimes that can be a very long chain, and the error may be in just one place (the place that formed the chain - but which one of the "link" is wrong is impossible to say.  In puppet 5.0, by default puppet will no longer write node yaml files to its cache. This cache was once used in workflows with external tooling needing a list of nodes, but with the advent of puppetdb that is now the best/correct way to retrieve information about nodes. If a user wishes to retain the 4.x behavior, add the setting `node_cache_terminus = write_only_yaml`. Note that `write_only_yaml` is deprecated, and users are encouraged to migrate to puppetdb based workflows for retrieving node information.

Henrik Lindberg - I was able to get Charlie Sharpsteen's example to replicate the issue without any trouble - not sure about the enumerable error. Looks like master has diverged from the code he linked (3.5.1) but I checked in lib/puppet/transaction.rb and I think the root cause remains the same - it seems like basically anywhere we ascertain that a resource has failed?, we should also be checking if that resource failed_to_restart?. We first attempted to fix this bug with https://projects.puppetlabs.com/issues/5670, but we didn't handle the `failed_to_restart?` case. Note that if we proceed with this ticket, this test should start failing: https://github.com/puppetlabs/puppet/blob/master/spec/integration/transaction_spec.rb#L236-L267 - that was added apparently by Luke over 7 years ago in https://github.com/puppetlabs/puppet/commit/9c867e6d79dcc56cd34683c9a339dc729ad2d291, but it does imply the current behavior was at least a design decision and not accidental. In any case, again, I think the resolution is to check for both `failed?` and `failed_to_restart?` - I.e., a diff that would look something like this:

If I run the install.bash script in order to upgrade an AIX agent the puppet / pxp-agent / mcollective services don't get restarted (they do on other platforms).  
This can cause issues as the stale process in AIX can cause errors in puppet's scheduled runs.
