We stopped canonicalizing search paths because that didn't work with SBM mounts (used by Vagrant to shared folders). Probably a change in behavior with win32-dir so that Dir.glob in https://github.com/puppetlabs/puppet/blob/master/lib/puppet/indirector/facts/facter.rb#L45-L49 returns a backslash but https://github.com/puppetlabs/puppet/blob/master/lib/puppet/defaults.rb#L1731-L1743 uses a forward slash.
