Bump. This bug makes the sshkey resource type utterly unusable. 
For any modern ssh implementation, a host may have rsa keys, ecdsa keys, and ed25519 keys. If we're going to publish a host's ssh public keys, we have to publish all of them. The fact that it is impossible to do this using the sshkey resource (unless you want to publish a bunch of fake host names, as per the description) means that there's no point in even attempting to use sshkey resources to manage ssh public keys. 
(We tried using the sshkey resource years ago, but when we realized that it was broken by design, we abandoned it.) 
I agree with Peter Meier: what makes a ssh public key unique is the combination of its name and its key type. Neither the name nor the key type by itself is unique. The sshkey resource should use the same uniqueness test.

I don't think using comma separated values for arrays is a good idea. It works ok for host names because they are tightly constrained. We should use some well defined syntax like JSON or Puppet. It's not perfect because those both use ' and/or " which are special characters in many shells. However it's a pattern we already have for tools like puppet-query and puppet-task. 
In most cases parsing Variant[String, Number] as a number is probably ok. In the edge case the user can specify param='"1"'

We are using puppet to manage resources in the cloud. Our setup is build in such a way that we use puppet apply for each unique project that we manage. The runs happen from a small pool of machines. 
We now like to use the power of PuppetDB and therefore have added the necessary puppetdb configuration:

The observed Locator initializers are for invocations of the TypeParser when a puppet data type in string form is transformed to a data type. The Locator is part of the parser's contract and it gets used if there is an error in the parsed type string. Don't think there is much opportunity to improve performance in a measurable way by doing stuff with the Locator. 
What the TypeParser could do is solve simple and typical cases without the need to parse. I.e. it can trivially resolve base types (e.g. 'Any', 'String', etc.), as well as typical parameterized types (e.g. 'Array[String]'). When we execute a long running command through a puppet exec, with logoutput set to 'true', it is buffering the output of the command that is executed. For example, when we run 'terraform apply' in a puppet Exec statement, terraform regularly prints "still creating... 1m" and counts. That output is displayed on the screen only when the whole exec-command is completed, and not printed in between. 
It would be really nice if it would be an option, or a default when this logoutput would be printed when received, in stead of at the end of the execution.
