Could you verify if the problem still persists with the latest release? I also saw that the os.release fact is reported differently than Facter 3 and i opened a PR to fix that. After upgrading puppet to puppet 7 on LinuxMint 19.1 Tessa, all services deployed by Puppet were broken because they have been considered as upstart instead of systemd. Downgrading to puppet 6 corrected the issue.
