Currently when we cut a new version of the PuppetDB API, the URL of all of our services change, even if the contract/content of one or more of the individual services has not. This ticket is for creating a non-versioned endpoint that always uses the latest version.
To take this a step further (maybe a separate ticket that should be split out) is to accept a header in the latest version path that indicates a version. This would allow users to always use latest, but with a small tweak use a different version for a specific service without changing URLs.
