There are puppet modules to manipulate line-oriented config files like this, and indeed afaict this is what the PE installer uses (although this feature was originally added for the installer!). The manifest, modulepath and config_version settings are not being removed, but are being blocked from being set in puppet.conf. `puppet config print modulepath manifest config_version` do work with legacy environment code removed, so long as the directory environment exists. `puppet --configprint` works as well. Work will need to be done though if we want `puppet config set modulepath --environment somedirectoryenv` to work, since we need to target the environment.conf. The config face needs to be enhanced to include these key environment attributes from the chosen --environment's (or default) environment.conf attributes. Potentially we can allow setting of these attributes as well to a particular directory environment's environment.conf. This may require creation of the first element of environmentpath, plus the --environment directory. And there may be further pitfalls when allowing 'set' to work for these attributes? At the same time, we need to figure out how `puppet --configprint (modulepath|manifest|config_version)` should behave, as this functionality will be broken for the former environment settings as well.
