This issue should be fixed by PUP-3618 with commit https://github.com/puppetlabs/puppet/commit/77e7f9a98c7bb6f98de7c66ea7b6cb3b9373eef6. Sadly it didn't make it into 4.0.0, so hopefully it goes into the next 4.x release.

For what it's worth, I just tsted on FreeBSD 9.2, and pkg is also located in /usr/sbin/pkg (after it's installed)

I modified the ticket, I forgot that ProviderPkg was for Sun, not FreeBSD. So I removed that info.
