There is already some discussion about this issue in CPR-37. The long and the short of it is we haven't been able to prioritize this issue yet, though it certainly is a poor user experience.

Melissa Stone, what can we do here? For windows we produce an all in one install, but for OS X there are just the individual dmg files.

Ah, I had indeed missed that. Still, this should just work, particularly with the criticality of upgrading puppet with puppet – if something goes wrong, you've got a lot of manual touches!
Could the packaging include json_pure directly?
