Bob Rasey Being prevented from upgrading because of (non-existent) local changes is a known issue which is fixed in Puppet 3.7.0. Until then, here is the work around. https://docs.puppetlabs.com/puppet/latest/reference/modules_installing.html#errors

Kal McFate This issue seems to be handled in 3.7.0. (Note that I also have puppetlabs-mcollective installed in this case, so puppetlabs-rabbitmq is a dependency as in your example.)
$ puppet module upgrade puppetlabs-rabbitmq Notice: Preparing to upgrade 'puppetlabs-rabbitmq' ... Notice: Found 'puppetlabs-rabbitmq' (v4.0.0) in /Users/anderson/.puppet/modules ... Notice: Downloading from https://forgeapi.puppetlabs.com ... Notice: Could not upgrade module 'puppetlabs-rabbitmq' (v4.0.0 - latest) The installed version is already the latest version matching v4.0.0 - latest Use `puppet module upgrade --force` to upgrade only this module
and this has an exit status of 0.

I see this at our site. We're updating modules via r10k/Puppetfile, but here's what the failure looks like here:


puppet module --modulepath '/etc/puppetlabs/puppet/environments/production/modules' upgrade --ignore-dependencies example42/perl Notice: Preparing to upgrade 'example42-perl' ... Notice: Found 'example42-perl' (v2.0.17) in /etc/puppetlabs/puppet/environments/production/modules ... Error: Could not upgrade module 'example42-perl' (v2.0.17 - latest) Installed module has had changes made locally Use `puppet module upgrade --force` to upgrade this module anyway

Similar failure, puppet module upgrade blah will fail with an 'Error' when the current version is the latest version and has a dependency:
Notice: Preparing to upgrade 'puppetlabs-rabbitmq' ... Notice: Found 'puppetlabs-rabbitmq' (v4.0.0) in /home/kmcfate/puppet-nfl/modules ... Notice: Downloading from https://forge.puppetlabs.com ... Error: Could not upgrade module 'puppetlabs-rabbitmq' (v4.0.0 - best: v4.0.0) The installed version is already the best fit for the current dependencies 'puppetlabs-mcollective' (v1.1.6) requires 'puppetlabs-rabbitmq' (=1.0.0) Use `puppet module install --force` to re-install this module
The messaging should be changed to a success in either case to indicate you have the latest available version already.
Upgrading a module with no dependencies signals a success of upgrade to the same version:
Notice: Preparing to upgrade 'puppetlabs-mcollective' ... Notice: Found 'puppetlabs-mcollective' (v1.1.6) in /home/kmcfate/puppet-nfl/modules ... When you use the puppet module upgrade command to upgrade a module that has only one published release, it reports that there are no releases available for that module instead of telling you that you already have the latest version.
