 It looks like `/var/run/puppet` has typically been created during by the debian init script if it didn't exist already: https://github.com/puppetlabs/puppet/blob/master/ext/debian/puppetmaster.init#L22   This should instead be handled by the `puppet-common.dirs` file in the `puppet-common` package. I say that it should be included in the `puppet-common` ...

Note that by default, puppet in both redhat and debian will update the directory when it starts to be 755 instead of 750. This could be addressed by calling puppet config set in the post of the packages or by updating puppet.conf itself to change the rundir mode.

It looks like `/var/run/puppet` has typically been created during by the debian init script if it didn't exist already: https://github.com/puppetlabs/puppet/blob/master/ext/debian/puppetmaster.init#L22
This should instead be handled by the `puppet-common.dirs` file in the `puppet-common` package. I say that it should be included in the `puppet-common` package because it is used by components other than the `puppetmaster` daemon (for example `jvm-puppet` which does not currently depend on `puppetmaster` being installed, just `puppet-common`)
