The OpenBSD service provider is marked `flaggable` which means that `flags` may be passed which are written into `/etc/rc.conf.local`. These flags control the behaviour of the service when they're started.
However it seems there's an issue in the ordering, the flags are written out to disk (flushed) after the service is started. This means that the service is started without the flags that have been set:
$ ps ax | grep apmd 26569 p6 R+ 0:00.00 grep apmd $ grep apmd /etc/rc.conf.local $ sudo puppet apply -e 'service  {apmd: ensure = running, enable = true, flags = -C}
