PUP-5728
 was responsible for fixing your issue on PUP 4.4.0, so I'm going to close this ticket. We've also fixed a number of encoding related issues beyond that in later versions.

We are at version 4.2.3, we'll need to update to >4.4.0 to give it a try, this might take some time since we had to use a workaround and it is working fine for now and upgrading Puppet isn't a priority right now. I believe this issue was probably fixed around the Puppet 4.4.0 time frame. Have you tried this in a newer Puppet version Jerome Poulin?

After writing a class to manage services for all machines, I found out that Puppet errors out when the service is missing with an error maybe related to the use of French Windows workstation: Error: /Stage[main]/Win7service/Service[jhi_service]: Could not evaluate: invalid byte sequence in UTF-8 
Since there's no onlyif, I can not check if the service executable is present beforehand.
