Thanks for reporting this issue. However, we haven’t been able to reproduce this against the current version of Puppet, and are closing this issue now as Cannot Reproduce. It seems that Puppet only receives or interrupt netsh commands with the int or interface flag exit code as 1. Regardless of success or correct syntax.  
The commands when ran directly on a client will exit with a 0.  
Example command:  netsh int tcp set global ecncapability=disabled

Turns out all the commands are failing through Puppet:  
command failed on IPv4 The parameter is incorrect 
But when ran directly from the command prompt it is successful.
